Carville tells Dems to quietly prep for DC, Puerto Rico statehood, SCOTUS expansion

Veteran Democratic strategist James Carville told Democrats to prepare for DC and Puerto Rico statehood and expansion of the Supreme Court once they retake power, but warned them to keep quiet about it until they win.
