Diplomats say all 15 members of the United Nations Security Council have signed off on the final text of a draft resolution aimed at identifying the perpetrators of chemical weapons attacks in Syria two years ago so they can be brought to justice.

U.S. Secretary of State John Kerry and Russian Foreign Minister Sergey Lavrov reached agreement on the resolution Wednesday. Diplomats, speaking on condition of anonymity because consultations were private, said Council members haven't raised any objections to the text.

The resolution will likely be put to a vote on Friday.

While Russia and the United States have failed to agree on a way to end the Syrian conflict, they did agree on eliminating its declared chemical weapons stockpile.

The Aug 2013 attack on a Damascus suburb killed hundreds.
