Homeland Security Secretary warns another attack after 9/11 is 'matter of when'

Homeland Security Secretary Markwayne Mullin said Friday on the anniversary of 9/11 that it’s the possibility of another attack is “probably not a matter of if, it's more a matter of when something happens again.”
