Spencer Pratt tells Bill Maher he'd arrest him for smoking pot in front of kids as LA mayor

Spencer Pratt told Bill Maher on "Club Random" that he would enforce rules against smoking and drug use around children if elected Los Angeles mayor, saying he'd "be getting" Maher if he smoked in front of kids at a park.
