Breedlove said Vladimir Putin has been “very clear” about his intentions for Ukraine and “the larger Eastern Europe,” arguing that Putin views Ukraine as a province of Russia and has no incentive to reverse course after what he described as more than “1.1 million” Russian military casualties.
