Mark Fuhrman on Nevada Shooter: I Suspect He Had to Plan This Sometime Before the Act

There are new concerns today over members of the Military were the target of the IHOP shooting in Nevada when a man opened fire on a group of National Guard members who were eating breakfast. How come they are not ruling this case one of terrorism?
