Tonight on Special Report with Brit Hume:

U.N. weapons teams completed their first inspections in Iraq Wednesday, searching a factory and a military-run industrial complex in the suburbs of Baghdad. Followed by gaggles of journalists, the inspectors left their headquarters on Baghdad's outskirts at 8:30 a.m. local time in a convoy of nine white four-wheel drive vehicles and vans.

Plus:

• The Bush administration insists its relationship with Saudi Arabia is good, but concerns swirling this week are giving some people pause when it comes to taking the White House's word. • President Bush signed into law the creation of the new Department of Homeland Security Monday, marking the biggest overhaul in the federal government in more than 50 years. It will be fully operational by Sept. 30, 2003 -- more than two years after the attacks that prompted the overhaul.
