City investigators in Montgomery, Alabama, are looking into the procedures used by two police officers during a videotaped arrest of two black people that was circulated online.

A video posted on Facebook shows two officers — one white and one black — arresting a black man and woman in a parking lot Wednesday, accusing them of interfering with governmental procedures.

Witnesses in the video can be heard screaming that the man was being harmed in the police car. The altercation is unclear from the video, which has more than 400,000 views.

Montgomery Police Chief Ernest Finley tells news outlets the officers had probable cause to make the arrest, but he forwarded the footage to the Office of City Investigations because he was concerned with some of the officers' actions.

Police say there were no injuries during the incident.
