Federal prosecutors say a Tennessee man has been indicted on a charge of soliciting another person to burn down a mosque in a small Muslim enclave in New York.

The Justice Department said Tuesday that 63-year-old Robert Doggart has been indicted by a grand jury in Knoxville. The indictment says Doggart tried to "solicit, command, induce and endeavor" to persuade someone to burn down a mosque in "Islamberg," a self-named community outside Hancock, New York, consisting primarily of Muslims.

Doggart agreed to plead guilty in April to plotting an attack on Islamberg, but it was thrown out June 29 by a federal judge who said prosecutors and defense attorneys needed to show it was a "true threat."
