Houston Police Chief Charles McClelland says the actions of two officers who fatally shot a man after a police chase shouldn't be prejudged while an investigation is still underway.

McClelland said Thursday the man's death is a "tragic loss" for his family, but he declined to comment further on the shooting until an investigation is complete.

The man was identified Thursday by the Harris County Sheriff's Office as 41-year-old Frank Shephard.

Shephard led authorities on a chase that ended when he crashed into two vehicles. Investigators say the police officers shot Shephard after they feared he was reaching into his car for a weapon.

Sheriff's office spokesman Deputy Thomas Gilliland says no weapon was found.

The investigation's results will be turned over to a Harris County grand jury.
