A medical examiner in Texas has released the identity of the second person who died when a car crashed through a street barricade during the South by Southwest Music Festival.

Twenty-seven year-old Jamie Ranae West was riding on a moped early Thursday morning when the man fleeing police crashed into her. Her husband Evan West was among the 23 listed as injured and is still hospitalized.

Austin police have said they intend to charge Rashad Charjuan Owens with two counts of capital murder and 23 counts of aggravated assault with a vehicle. Police allege the 21-year-old fled a patrol car, smashed through a street closed for the festival and killed a Dutch bicyclist before hitting the moped with Evans on it.

Owens was in custody Thursday awaiting formal charges.
