Earmarks -- Necessary or Wasteful?

A Republican-led Senate committee is set to approve a two-year ban on earmarks. The aim is to shut down pet spending projects and cut wasteful spending. Some senators, however, are expected to challenge the move and will invite the full chamber to follow their lead. Are congressional earmarks necessary or wasteful?
