West seeks sanctions on Syria if no cease-fire

Western powers say they will introduce a U.N. resolution that would threaten sanctions mainly against the Syrian government if it does not immediately implement a cease-fire and withdraw heavy weapons from cities.

Britain's U.N. Ambassador Mark Lyall Grant said international envoy Kofi Annan urged the Security Council on Wednesday to send a message to the Syrian government and the opposition that there will be "consequences" if they don't comply with his six-point peace plan.

He said European nations and the U.S. will circulate a resolution later Wednesday threatening sanctions which can be enforced militarily if Annan's peace plan and guidelines for a Syrian-led political transition are not implemented.

Russia's deputy U.N. ambassador Alexander Pankin said Moscow opposes any militarily enforceable resolution.
