New legislation allows migrants living illegally in Puerto Rico to open bank accounts

Puerto Rico's governor has signed a bill that allows migrants living without legal permission in the U.S. territory to open bank accounts and order checks.

Gov. Alejandro Garcia Padilla said Thursday that the law will give migrants financial stability. He said they can use a special driver's license as identification.

Garcia approved a law last year that allows migrants to obtain a temporary license if they meet certain conditions, including have lived in Puerto Rico for a year.

The government previously approved other measures that prohibit officials at schools and hospitals from asking people about their residency status.
