Former Malian prime minister says he resigned because government is dysfunctional, incompetent

Mali's former prime minister says he resigned because the country's new government is dysfunctional.

Oumar Tatam Ly, who had led the government since the country's first free elections following a coup, resigned Saturday.

A 2012 coup plunged Mali into chaos and expedited the seizure of the country's north by a mix of rebel groups, including al-Qaida-linked jihadists. After a French-led military intervention ousted the jihadists, Ibrahim Boubacar Keita was elected president last year.

Keita's administration faces many challenges, but Ly said dysfunction and incompetence were preventing the new civilian government from fulfilling its election promises, according to the resignation letter obtained by The Associated Press.

Some jihadists are also still operating in the north, where two rockets fell Monday. Olivier Salgado of the U.N. mission said no one was hurt.
