Cuba, EU talks in Havana seek a reset of relations soured for 2 decades

The European Union and Cuba are sitting down together to discuss hitting the reset button on two decades of sour relations.

EU officials say concerns about human rights and democracy will play a role in the bloc's policy toward Havana.

However recent visits by Cabinet-level officials from France and the Netherlands suggest an increasing willingness to engage the Communist-run nation.

Cuba is the only Latin American country that does not have a political and cooperation agreement with Brussels.

Representatives from both sides were scheduled to meet Tuesday behind closed doors in the Cuban capital.
