Colombia's rebels announce deal over victims, paving way for end of conflict

Colombia's government and the country's largest rebel group are taking another major step toward reaching a peace deal.

Negotiators from two sides say they've successfully finished talks on how to address the needs of 6 million victims of the half-century conflict. Measures include reparations and the rebuilding of infrastructure in communities most damaged by fighting.

With Monday's announcement, there's a single unsettled issue: How members of the Revolutionary Armed Forces of Colombia will demobilize in order for both sides to reach a final deal.

Momentum to conclude the 3-year-old talks has been building since September, when President Juan Manuel Santos and FARC leader Rodrigo Londono announced an agreement on how to punish rebels who confess war crimes. Details of that accord were also unveiled Tuesday.
