US sanctions African leader for targeting civilians

The Treasury Department is sanctioning a rebel group and its fugitive warlord Joseph Kony for violence targeting civilians in the Central African Republic. That includes killing, kidnapping, displacing and committing sexual violence.

Ugandan and Congolese troops and U.S. advisers are hunting for Kony and members of his Lord's Resistance Army, which has led one of Africa's longest and most brutal rebellions. The group has razed villages, raped women and amputated limbs, and is especially notorious for recruiting child soldiers and using girls as sex slaves.

Tuesday's action freezes any assets that Kony or his group has within U.S. jurisdiction and bans Americans from engaging in transactions with them.

The U.S. designated Kony as a terrorist in 2008 and the State Department put Kony and his group on a terrorism list in 2001.
