Navy admits wrong call on accusing dog handler

The Navy says it wrongly accused Navy dog handler Michael Toussaint (Two-SAUNT') of singling out a gay sailor for hazing at kennels he ran in Bahrain.

Former Petty Officer Third Class Joseph Rocha (ROH'-kah) says Toussaint singled him out for being gay, causing him mental trauma, and his exit from the Navy. Rocha was later invited to the White house to watch as President Barack Obama signed the repeal of the ban on gays serving openly in the military.

Two Naval officers now say that Navy officials have found the investigation into Rocha's charges was "flawed," and the claims unsubstantiated. The officers spoke on condition of anonymity to discuss a private personnel matter.
