A man caught on video setting fire to a CVS store during a riot in Baltimore has pleaded guilty to federal charges.

Twenty four-year-old Raymon Carter pleaded guilty to rioting charges in U.S. District Court in Baltimore on Wednesday.

Authorities say that after the CVS on the corner of Pennsylvania and North avenues was broken into on April 27, video footage shows Carter trying to move, then open, a pharmaceutical safe. Footage also shows Carter attempting to start a fire inside the store, succeeding about roughly 6:20 p.m. The fire caused $1.1 million in damage.

Carter will be required under the terms of his plea agreement to pay restitution. The amount of which will be determined at Carter's sentencing on Nov. 17.
