2nd lawsuit settled in case of Utica refugee students

Attorney General Eric Schneiderman has settled the second of two lawsuits involving older refugee students in the Utica school district.

The New York Civil Liberties Union and Schneiderman separately sued the district last year. They accused the district of steering refugee students 16 and older into inferior alternative education programs.

The agreement announced Thursday requires the district to develop new enrollment procedures and provide compensatory educational services to all students delayed or denied enrollment during the past four years.

The district reached an agreement with the NYCLU in May.

About 18 percent of Utica's 60,000 residents were born outside of the United States and more than 25 percent speak a language other than English at home.
