Man Pleads Guilty to Manslaughter in Conn. Hit-and-Run

A Connecticut man has pleaded guilty to manslaughter in a fatal hit-and-run in Connecticut that sparked outrage and soul-searching because a video showed bystanders ignoring the victim.

Luis Negron took a plea bargain calling for up to 12 years in prison in Hartford Superior Court on Monday, when his trial was supposed to start. Prosecutors said he had faced up to 30 years in prison. Sentencing is set for May 3.

Seventy-eight-year-old Angel Arce Torres was struck by one of two cars racing down Park Street on May 30, 2008. He died a year later of his injuries.

A surveillance video showed cars driving past Torres as he lay in the street and bystanders doing nothing. That led Hartford Police Chief Daryl Roberts to proclaim the city had lost its "moral compass."

Police say several people did call 911.
