Dallas Cowboys QB Tony Romo has declared his troublesome left collarbone ready for the start of the team's offseason program that begins Monday, the Cowboys' official website reports.

"I can throw fully," he said. "I've been throwing fully here for a good week and a half, two weeks. It's been good."

So, to whom has he been throwing? Several of his receivers, including Dez Bryant.

"We've gotten out there," Romo said. "It's part of the offseason and you're always getting better."

Romo had surgery to strengthen the bone on March 8, at which time he was projected to need 6-8 weeks to recover and rehab. He broke the collarbone twice last season, limiting him to just four games after he had missed a total of two games the previous four seasons.

The Cowboys are expected to draft a QB this year to develop under Romo, who will turn 36 on April 21.
