A rally is planned for Thursday at Philadelphia's City Hall. Protesters are arguing against Pennsylvania's new voter id law.
At the same time, the state Supreme Court will begin debating the law and its constitutionality.
Without an injunction from the high court, as many as 758,000 registered voters may be excluded from casting their ballot in the November elections.
