The House of Representatives narrowly defeated an amendment offered by Rep. Jim McGovern, D-Mass., to the defense authorization bill that would require the Obama Administration to craft a timetable to speed up the transfer of military operations in Afghanistan to local authorities.
The amendment also asks the administration to submit a plan on negotiations leading to peace in Afghanistan.
The House defeated the amendment 215 to 204. That means had they flipped just six votes, the McGovern amendment would have passed.
