United Nations officials say member states have reached agreement on a political statement ahead of the first-ever summit on Addressing Large Movements of Refugees and Migrants to be held in New York in September.

Karen AbuZayd, the U.N.'s special adviser on the summit, said Tuesday that the agreement "addresses the issues we face now" at a time when more people have been forcibly displaced from their homes than at any time since World War II.

AbuZayd said if all the commitments in the non-binding agreement are met, refugee camps would become the exception and a framework would be put in place to handle every new large outflow of refugees.

She said under the agreement countries would commit to resettling some 1 million refugees in 2017.
