The United Arab Emirates has named a woman as its first minister of state for happiness and appointed a 22-year-old to a ministerial post overseeing youth affairs in a Cabinet shake-up designed to inject fresh thinking into the oil-rich country's government.

Sheikh Mohammed bin Rashid Al Maktoum announced his new Cabinet in a series of Twitter posts Wednesday evening. He is the seven-state federation's vice president and prime minister in addition to his role as hereditary ruler of Dubai.

The director-general of the prime minister's office, Ohood Al Roumi, was named to the happiness post. She will also continue in her current post.

Oxford University master's degree holder Shamma al-Mazrui was named minister of state for youth affairs, one of seven women named to ministerial posts.
