A top Cabinet member is saying that outgoing President Cristina Fernandez won't attend the swearing in ceremony of her successor.

The decision follows weeks of fighting between Fernandez and President-elect Mauricio Macri.

Macri wants to receive the presidential baton and sash from Fernandez in the government house, or Casa Rosada, during Thursday's inauguration. However, Fernandez has insisted the transfer of presidential gear take place in Congress, where Macri will be sworn in.

Aides from both camps met Tuesday in hopes of reaching an agreement.

Oscar Parrilli, who leads the Federal Intelligence Agency, told reporters late Tuesday that the meeting fell apart. In Parrilli's words, Fernandez won't participate in any inauguration activities "under these circumstances."
