An Israeli newspaper says Prime Minister Benjamin Netanyahu has offered to renew peace talks with the Palestinians.

Haaretz reports Monday that Netanyahu told European Union foreign policy chief Federica Mogherini he hopes to reach agreements on future borders and which Jewish settlements will remain inside Israel.

Israel captured the West Bank in the 1967 Mideast war. The Palestinians seek it for their future state and say all Israeli construction on occupied land is illegal — a position with wide international support.

Netanyahu, at a minimum, wants to keep major settlement blocs within Israel's separation barrier.

Palestinian Foreign Minister Riad al-Malki says Netanyahu is "trying to deceive the world with his meaningless talk."
