PORT-AU-PRINCE, Haiti – A U.S. government report says a $50.8 million effort by Washington to build housing for Haitians in the aftermath of the 2010 earthquake has fallen short.
The audit by the Office of the Inspector General for the U.S. Agency for International Development says the plan to build 4,000 houses outside Haiti's capital resulted in the construction of only 816 houses.
Delays in construction are blamed on land tenure disputes, design changes, protests and an emphasis on using local labor and products.
The audit also says the USAID mission in Haiti failed to mitigate environmental concerns. One reason was contractors provided conflicting reports of how effective the mitigation measures were.
The report says the mission also did not evaluate contractors' performance as required.
The audit was released Tuesday.
