Ugandan police say at least 19 people, most of them children, died in a boat accident on Lake Albert, which lies along the Uganda-Congo border.

Lydia Tumushabe, a spokeswoman for police in Uganda's Albertine region, said the boat was carrying 96 suspected Congolese refugees when it capsized on Saturday. She said 16 of the dead were children and that 45 people had been rescued.

Boat accidents are common on Ugandan lakes, as transport providers take advantage of lax policing to load their boats with more passengers than they can safely carry. In the latest case, according to police, the boat capsized because it was "overloaded" with passengers.
