O'REILLY: "Truth Serum" segment tonight. We begin with ISIS in Mexico. Here is what Texas Governor Rick Perry said.

UNIDENTIFIED MALE: Is there a concern that ISIS may be coming through the southern border and into the United States?
GOV. RICK Perry (R) TEXAS: There is the obvious great concern that the cause of the condition of the border that individuals from ISIS or other terrorist states could be and I think it is a very real possibility that they may have already use that.

O'REILLY: Joining us now to analyze, Fox News ace reporters Molly Line and Eric Shawn. All right, Shawn, begin with you. Anything to back that up? Any- he thinks possibility, we got any data?
ERIC SHAWN, FOX NEWS ANCHOR & SENIOR CORRESPONDENT: Well, one would think, Bill that this is in the works, but the Obama administration says right now, quote, "There is no credible intelligence that ISIS has an active plot against the United States by moving terrorists through the southern border."
O'REILLY: So, why is Governor Perry convinced they may already be here?
SHAWN: Well, there has been the concern because they have already done that. Other Islamic jihad groups have done that, Somali groups. In fact, two years ago Janet Napolitano when she was the Homeland Security head, she said that terrorist groups do this from, quote: "time to time." So we have seen it before. Hezbollah, one of the top Hezbollah financiers was convicted, lived in Dearborn, Michigan. You know how they got him in? They threw him in the trunk of a car in Tijuana and drove him .
O'REILLY: Is that right? Yes, there have been in the past terror groups that have come across the southern border illegally and then they have been caught and dealt with?
SHAWN: Yeah. And another .
O'REILLY: And nothing with ISIS? We don't have any FBI warnings or we don't have any, by, you know, on the lookout, be on the lookout for these people or anything like that?
SHAWN: Not specifically. We have, of course, heightened warnings because of the social media. They are now threatening to try and telling homegrown people to have pipe bombs in Times Square.
O'REILLY: Right.
SHAWN: In Texas and Las Vegas. But you know, Bill, they don't - they don't have to sneak under the border and go to that fence. All that - on airplane.
O'REILLY: Legitimate visa and passport.
SHAWN: Yeah.
O'REILLY: You don't know who they are.
SHAWN: You've got 500 Brits and like 100 Americans.
O'REILLY: OK, but it the southern border is so porous at this point, particularly in Texas, all right, that's not a bad way to get us crew across if they, you know, are working with other people to take them across. They can bring in things.
SHAWN: Absolutely.
O'REILLY: You can't bring in anything on the airplane.
SHAWN: And also the northern border. The mastermind.
O'REILLY: Canada?
SHAWN: The mastermind of the 2000 plot to blow up the Los Angeles airport came on a car ferry. And then there's this story: "Terra big at U.S. border, an alleged member of the notorious Mideast group Abu Nodal was picked up as he tried to sneak over the U.S. border from Canada." Do you know when I broke that story?
O'REILLY: When?
SHAWN: March 4th, 1996.
O'REILLY: Really?
SHAWN: This has been here for 20 years.
O'REILLY: All right, but bottom line is we don't have any credible evidence that ISIS is here or even trying. But obviously with the situation.
SHAWN: Alleged ISIS sympathizers, but no one was snuck in yet.
O'REILLY: OK, all right, Line, here is the deal with you. Tavis Smiley, you know him? He is on PBS or something like that. But a smart guy. And just written a book. And to promote the book he is saying stuff like this. Go.

TAVIS SMILEY, TALK SHOW HOST: The data is going to indicate. I have said this before and I'm not happy about this. I don't celebrate this. I don't say it as a way of demonizing the president or casting aspersion on him. But the data is going to indicate as you and I have already discussed that black people lost ground in every single leading economic category during the Obama years.

O'REILLY: And that goes back to the talking points memo on basically the census bureau saying wages are stagnant. How does Smiley back that up is what he is saying true?
MOLLY LINE, FOX NEWS CORRESPONDENT: Well, there is a pretty strong vein of truth in all of this in what he is saying. It's not 100 percent true mostly because of the way he phrased it. He's spoken absolutes. He said lost ground in every single leading economic factor. And when you talk like that, there might be something in there. There might have been a little improvement here and there. So we look at the leading economic data. Really, rough road in the last five years or so for the African- American population all across America, in a lot of different economic sectors from the median household income, which has been stagnant, can you imagine, this has gone up by just $380 in the last five years.
O'REILLY: What is the median for African-Americans?
LINE: Right now it's $34,598. That compares to as you mentioned earlier on the show.
O'REILLY: About 55,000 for everybody.
LINE: Right across America.
O'REILLY: OK.
LINE: The unemployment rate, it's dropped by less than 2 percent. But it remains at 11.4 percent unemployment. That's nearly double the rate for whites. However, that .
O'REILLY: And triple for Asian Americans.
LINE: That's kind of been the typical numbers that we have seen for African-Americans, the white population for the last 50 years since the number have been tracked.
O'REILLY: Right.
LINE: Another number that kind of says a lot about the situation right now. The labor participation rate has dropped in the last five years. The poverty rate. There are more African Americans living in poverty and home ownership rates are also down by about four percent. So, fewer African Americans .
O'REILLY: So, Smiley pretty much what he is saying is true?
LINE: Overall, a lot of truth to what he is saying there is a bright spot. The one bright spot that we have found. More African-Americans now have healthcare coverage. The number of uninsured dropped by about three percent.
O'REILLY: OK. And that's because of Obamacare. All right, thank you both. We appreciate it.
