The collapse of a private storm drain led to the rescue of three people trapped by two feet of water that surrounded a house.

The drain's collapse on Sunday caused part of the foundation of the house in the Heights neighborhood to give way. Little Rock Fire Capt. Jason Weaver says the water flooded the house's basement and moved it about two feet off its foundation.

Weaver says firefighters attached harnesses to two women and a 10-year-old child and helped them walk across a 14-foot ladder to safety.

Mayor Mark Stodola says the drain collapse left a 15-foot-wide hole under the house. He says the city does not own or maintain the drain.
