Police say a driver maneuvering an empty tour bus downhill lost control and plowed into a motorcycle and then a vegetable market, killing seven people.

Police Capt. Luis Diaz said the brakes apparently failed.

Witnesses to the Thursday accident said the bus zigzagged and hit and killed two people on a motorcycle before crashing into the open marketplace. Eight others were injured.

The victims, two women and five men, were likely vendors opening their booths because the accident happened early in the morning.

Police are looking for the bus driver, who fled, Diaz said. He apparently was not injured.

The crash occurred in a popular tourist area in the northern coastal city of Puerto Plata.
