A border collie was found wearing a tight collar full of fishhooks and had to have surgery to repair a hole in his neck.

The pooch, which rescuers named Hooks, was wandering along a road in Bullskin Township, Pa., when he was picked up, according to WPXI TV in Pittsburgh. Someone had put a collar on him with 15 hooks along the inside, one of which poked a hole in the dog's neck.

"When we found the collar it was extremely tight on the dog," North Union SPCA Humane Officer Elizabeth Davidson told WPXI.

SPCA officials want to find out who abused the animal, and said he would have died if they hadn't found him when they did. Hooks is on antibiotics to prevent an infection.
