California prosecutors say they won't file charges against a 10-year-old boy who admitted starting a 38,000-acre fire last month in northern Los Angeles County. The blaze destroyed 21 homes.

The Los Angeles District Attorney's office says there was no evidence that the boy intended to ignite brush outside his house by playing with matches.

Authorities are referring the case to the Department of Children and Family Services to determine if further steps are necessary.

Law experts say prosecutors would've had trouble convicting the boy, because it would have been difficult to prove he'd meant to cause harm.
