LONDON – Britain's Houses of Parliament were closed briefly Wednesday when police responded to the report of a man spraying a mysterious substance in the central lobby, authorities said.
The man was detained after spraying the substance, which was being tested for its contents, police said. The substance was sprayed in the lobby of the Palace of Westminster, which contains both houses.
No one was allowed to enter the building until police lifted the security alert.
