Top U.S. civilian and military leaders in Iraq say attacks on American troops have declined in the last two weeks. Chief administrator L. Paul Bremer (search) says the Saddam-loyalists recent attacks on the coalition itself were not having the desired effect, so they were turning the terror to Iraqis who help occupation forces.
