The Philadelphia Eagles won't have either quarterback Michael Vick or running back LeSean McCoy when they host the Carolina Panthers on Monday, as both have been declared out for the game with concussions.

Vick will miss a second consecutive contest after failing to receive clearance from his injury, which the veteran signal-caller suffered during the first half of Philadelphia's 38-23 loss to Dallas on Nov. 11. McCoy was knocked out of last Sunday's 31-6 setback at Washington late in the fourth quarter after absorbing a helmet-to-helmet hit from a Redskins defender.

Rookie Nick Foles will make his second career start in Vick's place when the Eagles attempt to stop a six-game losing streak on Monday. The 2012 third- round draft choice struggled in last week's matchup with Washington, completing just 21-of-46 passes for 204 yards with no touchdowns and two interceptions.

McCoy, who's rushed for a team-best 750 yards and two touchdowns this season, will be replaced by rookie Bryce Brown in the starting lineup. A seventh-round selection in April's draft, Brown has compiled 141 rushing yards on 32 carries in reserve duty during his debut campaign.

McCoy also ranks third among Philadelphia players with 40 receptions totaling 235 yards and has three touchdown catches on the year.

The Eagles have also ruled out slot receiver Jason Avant for Monday's clash after he injured his hamstring in the Washington game.
