Tempe, AZ – The Arizona Cardinals have tendered qualifying Howling.
Cornerback Greg Toler and safety Rashad Johnson also received one-year contract offers.
All three are restricted free agents and can negotiate with other teams until April 20. The Cardinals, though, have the right to match any offer or receive a draft pick as compensation.
Stephens-Howling was Arizona's top kickoff returner, averaging 23.8 yards on 36 returns. He also ran for 167 yards on 43 carries and caught 13 passes for 234 yards with a pair of scores.
The Cardinals also re-signed cornerback A.J. Jefferson and wide receiver Stephen Williams, while extending offers to four exclusive rights free agents: quarterback Richard Bartel, running back Alfonso Smith, defensive end Ronald Talley and linebacker Brandon Williams.
