Ryan Signs First Bill As Speaker, Requires Obama To Establish Plan To Defeat ISIS

Newly-elected House Speaker Paul Ryan signed thebipartisan2016 defense bill Tuesday, requiring President Barack Obama tocome up with a comprehensive plan to defeat the Islamic State.

The legislation also prevents the commander in chieffrom allowing Guantanamo detainees to be relocated to America.

The Wisconsin Republican said the world is currently a very dangerous place, andbelieves the National Defense Authorization Act (NDAA) is a step inthe right direction to provide the military with the meansnecessary to protect the country.

“This bill is the kind of legislation that givesour armed forces the tools they need to be agile, to be effective,to be ready,” Ryan said at the signing ceremony.

The $607 billion measure is expected to be signed bythe president this week. The president vetoedthe first version of the legislation inlate-October over the addition of $38 billion to the OverseasContingency Operations funds, which he claimed Republicans wereusing to skirt around budget caps.

The NDAA was the first bill Ryan signed since replacingformer Speaker of the House John Boehner.
