Sen. Lindsey Graham, R-S.C., has released a military plan this week that includes a request for the Authorization for Use of Military Force as part of his strategy to fight the Islamic State.

"We cannot wait another 6 months, or for, God forbid, an attack on our homeland, to go in on the ground and hit them there. There is no other way to defeat this threat — we must go in on the ground and stop them over there," Graham said in a statement.

The Graham Plan originally debuted July 8, but failed to gain momentum in the Senate. He updated it after last week's terrorist attacks in Paris to include broad language that would give future presidents permission to fight the Islamic State "wherever, whenever, and however."
