Judge Andrew Napolitano told viewers Thursday on “Special Report with Bret Baier” that when it comes to military intervention in the fight against terrorism, “Boots on the ground is not going to happen under this president no matter what the Congress authorizes him to do.”
Napolitano, the senior judicial analyst at Fox News Channel, spoke after President Obama addressed the closing session of the administration’s three day summit on Countering Violent Extremism. In his remarks, the president said the idea that the West is at war with Islam is “an ugly lie.”
In a recent Fox News poll, 62 percent of Americans said that ground troops will be required to defeat ISIS. And 68 percent said the president should be tougher on Islamic extremists.
In the wake of recent ISIS atrocities, some lawmakers have urged Obama to put ground troops on the table, but Napolitano said, “I don’t think that’s going to happen under this president. It is just not in his constitutional makeup in the last 23 months of his presidency to do something as profound as to put boots on the ground.
“Militarily how we could defeat ISIS if we really want to defeat them, if we really believe that they are this existential threat to us, not to others in the Middle East but to us, I don’t know how that could happen without boots on the ground.”
