The House meets at 7:00 p.m. ET in a pro forma session. We do not expect any votes until Tuesday. The session, held "in form only," is used by both chambers on occasion to meet a Constitutional requirement.

At 6:00 p.m. ET, the House Rules Committee gathers to frame the debate for Tuesday's vote on a so-called state aid bill.
