Thursday could be the last day we see members of the Senate on Capitol Hill before September, and they have some unfinished business.Solicitor General Elena Kagan could leap her final hurdle and become the newest Justice on the Supreme Court. All signs point to her getting the nod but with fewer votes than President Obama's first choice for the Court, Justice Sonya Sotomayor. We'll also have a final passage vote on an aid bill for the states. Senate Majority Leader Harry Reid, D-Nev., managed to tweak the bill enough to get it deficit neutral to attract the support of two Republican Senators for a cloture vote. Final passage is now all but certain. However, the adjustments to the final legislation may not sit well with some House Democrats, who will be headed back from their August recess on Tuesday for a final vote on the measure.
