The congressional leadership is still hotly awaiting the Congressional Budget Office (CBO) numbers on the pending health care legislation but the latest guidance is that the figures will not be released tonight.

The holdup appears to be a problem with the excise tax on high-cost health plans, known as the "Cadillac tax", and student loan reform.

Reconciliation, the parliamentary maneuver used to avoid a filibuster in the Senate has strict rules. Any legislation under its protection this time around must show not only a savings of at least $1 billion in the first five years, but the bill cannot create a deficit in any year thereafter.
