It's been one week since Americans learned that conservative groups seeking tax exempt status were singled out by the IRS for special scrutiny. Friday, Acting IRS chief Steven Miller, who resigned his post earlier this week, testified before Congress that "we provided horrible customer service here." Is it time to overhaul the IRS?
