Diplomats say U.N. Security Council members have reached agreement on a draft resolution that would punish recruitment and financing of foreign fighters in Iraq and Syria and demand that all al-Qaida-linked groups disarm and disband immediately.
Britain currently holds the council presidency and its U.N. Mission said the resolution will be put to a vote at 3 p.m. EDT (1900 GMT) on Friday.
The draft resolution demands that al-Qaida-linked groups including the Islamic State, which has taken control of a large swath of Syria and Iraq, and Jabhat al-Nusra, which is active in Syria, "cease all violence and terrorist acts."
It expresses the council's readiness to impose sanctions on those recruiting, supporting and fighting for terrorist groups, and says the resolution will include new names for the sanctions blacklist.
