Gorbachev says Ukraine crisis comes from government's failure to act democratically

Former Soviet leader Mikhail Gorbachev says the crisis in Ukraine stems from the government's failure to act democratically.

Gorbachev made the comments Sunday during an address to a forum on government communications in the city of Sharjah in the United Arab Emirates.

He added that the root cause of the unrest in Ukraine was an "interruption of perestroika," referring to his reform policies, and of the democratic process there.

Ukraine became an independent country after the 1991 collapse of the Soviet Union.
