Immigration attorneys say mothers with children are being released on bond more quickly from immigrant detention centers in Texas, and they've seen a sharp increase in the use of ankle-bracelet monitoring.
U.S. Immigration and Customs Enforcement spokesman Richard Rocha confirmed Tuesday that ICE will generally not detain mothers with children if they meet certain criteria, such as not being considered a flight risk.
Jonathan Ryan leads the Refugee and Immigrant Center for Education and Legal Services, which offers legal help to detainees. Ryan says he's seen an increase in mothers being released since Homeland Security Secretary Jeh Johnson announced policy changes last month.
ICE opened two large detention centers in Texas after tens of thousands of migrant families crossed the Rio Grande last summer.
